Fred Kagan might sound familiar to many, he was the one that conceptualized a plan for the Iraqi surge, a plan that was the framework used to develop the strategy for the win in Iraq. 
He and his wife (who heads The Institute for the Study of War and a very adept military strategist in her own right) have finally done it for Afghanistan and it’s provided for you here (at the below links and attached).
Very, very comprehensive road map that could indeed work.
